The growing concern for accountability and results of development initiatives have led to the need for monitoring and evaluating development programs/ projects. Studies show that when people ‘own’ development projects, they tend to be more sustainable. Community ownership of development projects is only possible when they participate meaningfully in its development and management. Participatory monitoring, evaluation and learning advocates for meaningful participation where people themselves shift from being question answerers to being question makers during project M&E. It is a management tool for strengthening participation, enhancing local capacity, and increasing local people’s confidence and control over development decisions and processes.

The course fee includes tuition fees, full board and accommodation on a twin-sharing arrangement (single
room accommodation can be requested for an additional fee of US$10 per day of stay), course-related local
travel, materials, field and agency visits, airport transfers, a week-end excursion and accident insurance.
It does not include international airfare, laundry and incidental expenses (a minimum pocket allowance of
US$100 per week is suggested for incidental and personal expenses). Applicants are encouraged to secure
financial support from their organizations or donor agencies.
