Featuring over 200 vintage photographs, "Camp William Penn" explores the story of the camp near Cheltenham, Pa., where 11,000 African Americans, many ex-slaves, were trained as Union Soldiers.
Donald Scott, Sr. is a history columnist for the Journal-Register Company and an Assistant Professor of English at the Community College of Philadelphia.
